Sh. Umang Narula, Advisor, Ladakh (w.e.f -31st October 2019)

Umang Narula is an Indian Administrative Service officer of 1989 batch belonging to the AGMUT cadre. He has been appointed as the first Advisor to Hon’ble Lieutenant Governor of Union territory of Ladakh.

EDUCATIONAL QUALIFICATIONS:

He completed his schooling from Modern School, Barakhamba Road,New Delhi and graduated in Economics (Hons) from Hindu College, University of Delhi (First Division). He did his post-graduation in Economics from Delhi School of Economics, University of Delhi (First Division) and has a degree in Master of Philosophy in Social Sciences from Punjab University . He also has a MBA (Finance) from the Faculty of Management Studies, Delhi University.

Career :

He has held various important administrative positions in his career and has been instrumental in bringing about positive changes in the areas under his jurisdiction.

Some of the key positions held by Sh. Umang Narula include Sub – Divisional Magistrate in Kupwara and Doda Districts, Additional Secretary to the J&K Government ( Home and Finance) Departments, Deputy Commissioner of the Districts of Kargil and Anantnag, Commissioner/ Secretary to Government, Rural Development department , Industries and Commerce department and Forest Department, Chief Electoral Officer, J&K, Financial Commissioner to Hon’ble Governor, J&K, Chief Executive Officer, Shri Amarnath Ji Shrine Board and Chief Executive Officer, Shri Mata Vaishno Devi Shrine Board.

He also served in different capacities in Government of India as Deputy Secretary, Performing Arts in the Department of Culture, Ministry of Culture, Director, Ministry of Home Affairs and Chairman & MD, India Tourism Development Corporation Ltd. (ITDC)

International Experiences :

• Represented India in seminars held by the Asia/ Pacific Cultural Unit for UNESCO at Bangkok, Thailand in 1999 and Tokyo, Japan in 2000 on a project for creation of a data bank of Classical /Folk Performing Arts of the Asia/ Pacific countries.

• Represented India in the meeting for adopting a new UNESCO Convention on Underwater Cultural Heritage held in Paris.

• Represented India in the World Heritage Convention meeting held in Helsinki, Finland in December, 2002.

• Member of Indian delegation for negotiating an Indo- Russian Protocol on culture in Moscow, Russia.

Distinctions :

• Awarded Silver medal by the Government of Jammu & Kashmir for successful conduct of the 1996 Parliamentary and Assembly elections in Jammu & Kashmir.

• Awarded the Late V.K.N. Menon Gold medal for obtaining First position in the Advanced Professional Programme in Public Administration conducted by the Indian Institute of Public Administration, New Delhi, India.

• Award for Excellence to the State of Jammu & Kashmir given by Election Commission of India for innovative measures in Election Management, Voters’ Education and facilitation which resulted in record voter turnout and higher women turnout during the Lok Sabha Elections, 2014.

• He has been awarded the Chief Minister’s Gold Medal for Honesty/ Integrity and Meritorious Public Service in the year 2012.
